After the state review committee suggests preliminary changes, Saturn makes those changes and sends a comment enabled PDF back to the review committee. The review committee sends the PDF to the DOE representative to ensure that the field guide matches DOE/SWS policy. This is the last opportunity for the review committee and the DOE make additional changes
